According to section 8 of the Canadian Immigration Law IRPA Canada and its Provinces have entered into agreements that allow a person to be nominated by the Provincial Government and to be issued an Immigrant Visa without having to meet the federal government of Canada's selection criteria (pass mark) that is required for skilled worker immigrants.
As a result, individual Provinces are responsible for issuing nomination certificates. If you are successful in convincing a Province that you have a skill or business experiences which is in high demand for that particular Province, the Province will issue you a certificate, provided that you meet all other statutory and admissibility requirements of Citizenship and Immigration Canada and that you can become economically established. You and your accompanying family will then be issued Canadian Permanent Resident Visas for entry into Canada as permanent residents and become Canadian citizens after living three years in Canada and meets the other statutory requirements. The requirements and procedures for the Provincial Nominee Programs differ from Province to Province depending upon the needs and experience.
At this time ,there are 10 provinces and territories other than the province of Quebec which have active immigrant selection program of their own,
Ontario
Alberta Manitoba Newfoundland and Labrador Prince Edward Island Yukon Territory British Columbia New Brunswick Nova Scotia Saskatchewan

Note: After you have been nominated by a province, you have to make a separate application to Canadian Embassy for the permanent residence. A Canada visa officer will assess your application based on Canadian immigration regulations.
Provincial Nominees are not assessed on the six selection factors of the Federal Skilled Workers Program.
All the above mentioned provinces and territories are only selecting the suitable applicants to nominate or refer them to the Canadian Immigration department for the visa issuance if they met the statutory requirements of Canadian immigration law.
The Canadian Immigration department and those provinces’ immigrants nomination officers will only deal with the Authorized representatives like us if the applicants chose to be represented by some one.
