This type of work permit is Permanent residence visa in essence. The employer need to endorse their job offer with the ministry of Human Resource and Skill Development Canada HRSDC for positive or neutral labour market opinion before the worker proceed to apply Canadian visa.

This is also called indefinite job offer or Arranged Employment Opinion AEO and the worker who have this type of job offer can choose to wait for the permanent residence visa or come to Canada under separate temporary work permit to earn wages while awaiting their permanent visa processing at the Canadian visa office.

The validity for the temporary work permit is up to 2 years and such job offers are for the Skill level O,A,B of the National Occupation Classification Matrix NOC.

Example of the Jobs are as follows,

Managers (NOC Skill Level O)

Employment requirements:
A relevant university degree, professional designation, college diploma or other management training, and proven management experience.

Examples of eligible senior management occupations:

• Chief executive officer, chief financial officer, vice-president (functional responsibility), controller, general manager, executive director (functional responsibility)

Examples of eligible middle and other management occupations:

• Accommodation services manager, marketing manager, production manager, research director, software development manager

Examples of ineligible occupations:
Managers in social and community services, public administration, and retail trade

Professionals (NOC Skill Level A)

Employment requirements:
A relevant university degree, professional designation or 2-year college diploma, and several years of directly related experience

International Graduates who are trained in the Canadian schools do not require work experience

Examples of eligible occupations:

• Accountants
• Architects, Planners and Surveyors
• Audiologists and Speech Pathologists
• Biologists, Biochemists and Microbiologists
• Chemists
• Computer Software and Interactive Media Developers
• Conference and Event Planners
• Dietitians and Nutritionists

• Financial and Investment Analysts
• Geologists and Geochemists
• Information Systems and Database Analysts
• Physicians and Surgeons

• University Professors and College Instructors

• Writers (Advertising, Interactive Media, and Technical)

Examples of ineligible occupations:
Secondary and elementary school teachers; clergy; probation officers; government program officers/researchers; public librarians.

Technicians and Technologists (NOC Skill Level B)

Employment requirements:
A relevant university degree or 2-year college diploma, and several years of directly related work experience.

With the prior approval of the BC PNP, applications may be considered for occupations in NOC skill level B that require several years of relevant work experience and a directly relevant diploma or certificate from an approved post-secondary program of less than 2 years duration.

International Graduates who are trained in Canadian schools do not require work experience

• Engineering and Industrial Technicians/Technologists
• Mining Technologists

• Land Survey and Mapping Technicians/Technologists
• Licensed Practical Nurses
• 
  (Equivalence to a 1-year BC practical nursing certificate is acceptable.)
• Technical Sales Specialists (Wholesale)

Examples of ineligible occupations:
Hairstylists and other technical personal service occupations
Clerical, administrative and financial supervisors; bookkeepers; secretaries; paraprofessionals; upholsterers, tailors, jewelers; sales and service supervisors; insurance and real estate brokers; operators in manufacturing and processing without post-secondary qualifications.
