According to Canadian Immigration Law IRPA Section 91 and IRPR Section 13(1) only the members in good standing of the Canadian Society of Immigration Consultants CSIC and Canadian provincial/territorial law societies and Chambres des Notaries du Quebec are authorized to act as Immigration Representatives.
This means that no consultant or lawyer will be authorized to file immigration applications on behalf of his/her client to the Canadian Consulate/Canadian embassy unless they are members of the above societies.

Canadian Society of Immigration Consultants CSIC is an independent, not-for-profit body operating at arm's length from the federal government and responsible for regulating the activities of immigration consultants who are members and who provide immigration advice for a fee.
CSIC mandate is to protect the consumers of immigration consulting services and ensure the competent and professional conduct of its members. In order to become a member of the Canadian Society of Immigration Consultants CSIC an applicant must be,
A Canadian Citizen as defined in the Citizen Act, or a Canadian permanent residence, as defined in the Immigration Act
-Must meet the minimum standard set by the society in regards to education, experience and knowledge
-Each applicant must provide Proof of Good Character in form of, police certificates from every country in which the applicant has resided for six months or more in the ten years previous to the date of the application for members
-All Members of CSIC will be required to carry a Professional Errors and Omissions Liability Insurance which is covered for up to CDN$ 5,000,000 (five million dollar) claims anywhere in Canada and USA.

Please be aware that a number of overseas based and some Canadian based Immigration Agents has no Authorization to represent you but they will pretend and imply to be Authorized representatives by using fabricated letters and presumably Canadian official looking documents including photographs with the politicians.
For your information, Canada is a democratic country and no body is above the law. Even the photograph opportunity with serving Prime Minister does not mean anything as our public officials are friendly and such opportunity is open to any one even your kids with pets can request the honorable prime minister to get photograph together. But even our serving prime minister can not represent you as a “paid immigration representative “if he or she is not a member in good standing of CSIC or Provincial/territorial law society or Chambre des Notaries du Quebec. If you chose or cheated by the unauthorized immigration consultant from overseas or from Canada and if the Canadian immigration department found out about it ,you the visa applicant will be the one who would have to answer the Canadian immigration law. Your visa application might be refused to process or worst case scenario regarded as misrepresentation (or lie) by Canadian immigration department . In the ‘trust based society” like Canada ,such misrepresentation are treated as serious offense and your visa application to come and live in Canada as law abiding citizen would be in serious doubt and may get negative decision on your visa application.
If some one claimed he/she can represent you as Authorized representative or Certified Canadian Immigration Consultant ,and request you to identify him/her as UNPAID representative on IMM 5476 form(use of representative form) ,simply asked whether he/she is a member of CSIC or provincial/territorial law society or Chambre des Notaries du Quebec.
